Sustainable Procurement

MCUT has established the “Regulations Governing the Management of Materials and Equipment” and carries out procurement and requisition operations in accordance with relevant regulations. Procurement matters are delegated to the Procurement Division of the Main Management Department of the Formosa Plastics Group (FPG). If suppliers have any inquiries regarding the specifications of requested items, MCUT’s procurement unit will communicate with them directly. In the past three years, no contracts have been terminated due to supplier violations, reflecting the university’s sound procurement management.

In accordance with Article 22, Subparagraph 12 of the Government Procurement Act, MCUT may prioritize the purchase of non-profit goods and services provided by people with disabilities, indigenous individuals, prisoners, welfare organizations, registered indigenous groups, prison workshops, charitable institutions, and sheltered workshops. Furthermore, as stipulated in Article 26-1, procurement specifications may be developed based on actual needs to support natural resource conservation and environmental protection, incorporating energy-saving, resource-efficient, and greenhouse gas emission reduction measures.

MCUT also adheres to the spirit of the Basic Environment Act. Article 5 encourages citizens to uphold the concept of environmental protection and practice green consumption, while Article 8 states that all levels of government must prioritize environmental protection and sustainable development, develop environmental science and technology, and establish efficient systems for environmental life cycle management and green consumption.

MCUT has actively implemented green procurement practices. From 2019 to 2024, the university received the “Green Procurement Excellence Award” from the Environmental Protection Department of the New Taipei City Government for six consecutive years, demonstrating its continued efforts in energy conservation, carbon reduction, and circular resource utilization in response to climate change.

Leveraging the procurement resources of FPG, as of March 2025, MCUT has collaborated with approximately 15,431 domestic and international suppliers and around 14,829 third-party contractors. These partners span across project contracting, outsourced labor services, and general procurement. To align with sustainable development goals, MCUT refers to product information with eco-labels and energy-efficiency certifications from the Environmental Protection Administration and the Energy Administration, Ministry of Economic Affairs, as a basis for promoting procurement standards and environmental initiatives.

Moreover, the university is committed to local procurement, believing that this practice contributes to the development of the local economy while reducing the carbon footprint generated during product transportation. In 2024, MCUT’s total general procurement expenditure amounted to NT$632,516,461, of which NT$615,744,396 (97.35%) was spent on domestic procurement in Taiwan, and NT$16,772,065 on international procurement.

For construction and contracted engineering projects, vendors are required to sign a Construction Safety Notification Form upon contract award. This document outlines the working environment, potential hazards, and necessary occupational safety and health measures to ensure vendors fully understand relevant requirements and precautions. In addition, before work begins, contractors must conduct safety and health education in accordance with the Occupational Safety and Health Act and other applicable regulations.
