【Event Information】Online Briefing on the 2027 Smart, Net-Zero and Sustainable Campus Promotion Program—All Schools Are Welcome to Attend
Details
-
This briefing is organized in accordance with the Ministry of Education Subsidy Guidelines for the Sustainable and Circular Campus Program and the Smart, Net-Zero and Sustainable Campus Promotion Program (2027–2030).

In support of Taiwan’s 2050 net-zero emissions policy, the Ministry of Education continues to implement the Smart, Net-Zero and Sustainable Campus Promotion Program. The program adopts a three-stage framework—exploration, implementation, and demonstration. The Foundational Campus Programs comprise the Foundational Campus Sustainability Exploration Program and the Foundational Campus Sustainability Implementation Program. The Demonstration Campus Program is the Demonstration Sustainable Campus Transformation Program. Through strategies such as campus carbon management, smart environmental monitoring, and sustainability practices, the program guides schools in pursuing a gradual net-zero transition, improving energy conservation and emissions reduction, and developing smart, net-zero and sustainable campuses with local characteristics and potential for demonstration and broader adoption. Key details are as follows:
(1) Application period: Applications must be submitted online from October 28 to November 30, 2026.
(2) Eligible applicants: Public and private schools at all levels nationwide, excluding preschools.
(3) Application categories:
1. Foundational Campus Programs
(1) Foundational Campus Sustainability Exploration Program (the “Foundational Program”)
a. Partial subsidies are available. Each school may receive up to NT$150,000 in recurrent funding, including campus assessment costs, and up to NT$50,000 in capital funding for equipment. Priority will be given to smart monitoring equipment, with emissions-reduction equipment also eligible.
b. The Foundational Program should be based on campus environmental and carbon inventories and a sustainability review. Schools should identify campus resources and local characteristics, collect environmental and energy-resource data, and develop a campus-wide net-zero and sustainability pathway, school-based curriculum, and campus development blueprint. These will guide energy conservation, emissions reduction, and the net-zero transition, while supporting the gradual development of sustainable campus governance.
(2) Foundational Campus Sustainability Implementation Program (the “Foundational Implementation Program”)
a. Partial subsidies are available. In Phase 1, each school may receive up to NT$100,000 in recurrent funding, including preliminary planning costs. Schools whose Phase 1 plans pass review may be selected for Phase 2 subsidies for operating expenses (recurrent funding) and equipment investment (capital funding). Each selected school may receive up to NT$100,000 in recurrent funding and NT$1.5 million in capital funding.
b. The Foundational Implementation Program focuses on low-carbon campus practices and environmental improvements. Through reviews of current campus conditions, energy and resource management, and smart monitoring mechanisms, schools should assess campus carbon emissions and emissions-reduction potential. Based on their development needs, schools should formulate systematic emissions-reduction strategies around one or more themes and establish a campus sustainability model with local characteristics. The program aims to advance the net-zero transition and improve energy conservation and emissions-reduction outcomes.
2. Demonstration Campus Program
(1) Demonstration Sustainable Campus Transformation Program (the “Demonstration Program”)
Each selected school may receive up to NT$100,000 in recurrent funding and NT$6 million in capital funding.
b. The Demonstration Program should address campus and surrounding-environment issues based on local conditions. Through innovative infrastructure, smart monitoring, and data management, schools should implement integrated improvements in areas such as energy conservation and emissions reduction, resource circulation, ecological environments, and campus health. By incorporating campus characteristics and teaching activities, schools should develop net-zero and sustainable campus models with strong demonstration value, potential for broader adoption, and local relevance.
