Making Campus Voices Count: Improving Administrative Services

Secretariat

MCUT conducts annual administrative service satisfaction surveys across its administrative and academic units, giving faculty, staff and students a channel to suggest campus improvements. Administrative surveys cover Academic Affairs (including the Teaching Resource Center), Student Affairs, General Affairs, Library and Information Services, Research and Development, International Affairs, Accounting, Environmental Protection and Occupational Safety and Health, Physical Education, Personnel Office, and the President’s Office (Secretariat). College-level surveys cover departments, graduate institutes and centers, ensuring that assessment and improvement reach every aspect of university operations.

Direct feedback helps units identify frontline needs and problems and review their work. Survey indicators include professional competence, procedures and efficiency, digital services and information disclosure, service attitude, consultation and communication, and overall satisfaction. Anonymous feedback supports effective, accountable and transparent relationships among the university, faculty, staff, students and relevant units, reflecting SDG16’s commitment to peace, justice and strong institutions.

Qualitative feedback helps address students’ questions during course add/drop periods and enables units to adjust procedures and simplify course registration. Concerns about housing and meals are referred to committees, where student members help improve facilities and fairness. Digital administrative systems, sustainable sports facility management, and disclosure of sustainability and financial information further strengthen fair, transparent and sustainable university governance.

Through regular surveys and institutionalized opportunities for participation, MCUT advances justice, peace and campus harmony. Feedback channels are open to all faculty, staff and students, while effective, accountable and inclusive institutions operate at every level. Fairness, transparency and sustainability become part of everyday administration and teaching, helping shape a peaceful, innovative model of a sustainable campus.

Public Cultural Services and an Open, Inclusive Campus

Office of Library and Information Services

Public Access and Knowledge Sharing

MCUT Library welcomes local residents free of charge, connecting the campus with its community and expanding public cultural services. Open access to resources and reading activities brings education and culture to more people and strengthens knowledge sharing and social participation.

Reading Across Diverse Issues

The library organizes themed book exhibitions each academic year on gender equality, sustainable development, character and ethics, and life education. Reading activities encourage diverse values, social concern, civic awareness and responsibility.

University History and Public Participation

The University History Room offers guided tours and public visits, helping alumni and local residents explore MCUT’s history and cultural development. Annual anniversary history workshops combine tours and dialogue to pass on campus culture and strengthen community connections.

Higher Education’s Social Responsibility

Through cultural outreach, shared educational resources and public participation, MCUT puts openness and inclusion into practice. These efforts express higher education’s responsibility to build social trust, preserve cultural heritage and serve the public.

Fair Competition in Engineering Procurement

Artificial Intelligence and Data Science Research Center

In support of SDG16, MCUT’s Artificial Intelligence and Data Science Research Center applies AI to engineering procurement governance, improving transparency, reducing unfair competition and supporting fair, efficient markets.

The research examines potential bid-rigging in engineering procurement at large industrial parks. Bidders may privately coordinate prices or submit cover bids to manipulate outcomes, weakening competition and wasting corporate or social resources. Such concealed behavior is often difficult to identify and prevent through conventional oversight.

The team proposes a graph-based, unsupervised analytical method. It models dynamic contractor networks by examining how contractors share personnel and equipment during projects. Access-control logs, project data and bidding records reveal interactions; community detection algorithms identify closely cooperating groups and bidding patterns that may indicate coordination.

The method uncovers hidden collaboration networks and informs procurement decisions. If some bidders belong to the same network community, procurement teams can invite contractors from other communities to increase competition. Practical cases show that broader participation can substantially reduce final contract prices and improve procurement efficiency and economic outcomes.

This transparent, non-adversarial tool uses AI and data science to improve institutions, reduce unfair competition risks and support fairer business and industrial environments. The team will continue developing applications in smart governance, data-driven oversight and decision support, using technological innovation to advance transparent, fair and efficient governance and strengthen the institutional foundations of sustainable development.

Understanding Global Affairs: A Journey into Palestine

General Education Center

To enrich students’ cultural literacy and foster an intellectually engaged campus, MCUT’s General Education Center held a lecture on Thursday, March 12, 2026, in the first-floor auditorium of the Innovation Building. Open to all faculty and students, the event incorporated the ideals of residential college education and the university’s values of diligence, simplicity and broad humanistic learning.

The invited speaker, veteran Coolloud journalist Wang Hao-chung, shared “A Journey into Palestine.” Drawing on years of engagement with social issues and firsthand visits, he offered observations and records that went beyond conventional news coverage, encouraging students to understand international affairs from multiple perspectives.

Beginning with the historical context of the Israeli–Palestinian conflict, the lecture explored residents’ daily lives, including territorial restrictions, travel arrangements and everyday difficulties. Original photographs and personal experiences made a distant subject tangible and helped students appreciate life in a different social environment.

The speaker also discussed recent international developments, connecting historical understanding with changes in the world today. Students were encouraged to consider the relationship between media coverage and lived reality. Beyond sharing knowledge, the lecture prompted reflection on the connections between individuals and society and on personal roles in global issues.

The event broadened students’ understanding of international affairs and nurtured social concern and respect for diversity through an appreciation of others’ circumstances. By relating global issues to lived experience, it extended learning beyond the classroom, deepened humanistic literacy and added a meaningful dimension to campus life.

Ming Hwa Yuan Performs “Wang Laohu Seizes a Bride”

General Education Center

The final stop of Ming Hwa Yuan’s campus heritage exchange series took place at MCUT on November 13. Celebrated Taiwanese opera clown-role performer Chen Sheng-Zai and leading female-role performer Cheng Ya-Sheng led demonstrations, hands-on teaching and a performance with rising young actors. The comedy “Wang Laohu Seizes a Bride” drew more than 100 faculty, staff and students. Lively interaction and laughter throughout the event revealed the enduring appeal of Taiwanese opera.

Ming Hwa Yuan is one of Taiwan’s best-known Taiwanese opera troupes. Chen Sheng-Zai and Cheng Ya-Sheng founded its Sun Troupe in 2003. With third-generation performer Chen Chao-wei, acclaimed clown-role performer Chen Chun-Chieh and other young actors, the troupe actively passes on performance skills and creates new scripts. An accomplished writer, director and performer, Chen has won numerous awards and is especially renowned for clown roles. He elevated these roles to a status equal to leading male and female characters, making the clown a protagonist in Taiwanese opera. Pingtung County Government has also designated him a preserver of Taiwanese opera.

MCUT Chief Secretary Chou Chin-wan welcomed the Sun Troupe and expressed the university’s support for this cultural tradition. Professor Shen Ming-te thanked the performers on behalf of the General Education Center. Mindfulness Center Director Lin Li-jen returned from an off-campus assignment to attend, while Professor Cheng Chieh-wen of National Yunlin University of Science and Technology also joined. More than 120 faculty, staff and students shared the experience of this living performance tradition.

Of the troupe’s five campus heritage events that year, MCUT hosted the only performance in northern Taiwan. Chen’s campus visits inspire enthusiastic participation and help younger generations discover and appreciate Taiwanese opera, passing on the art of clown performance and the spirit of this local tradition. Event coordinator Yeh Jen-chieh of MCUT’s General Education Center said the university would continue integrating traditional culture into teaching and outreach, sustaining the cultural vitality and commitment of its campus community.
